Deep Tech VCs or Angels in Europe

I am pretty familiar with the founder scene in San Francisco. Recently, I was approached by a friend who wants to start a deep tech company in Europe. He wants it to be in Europe because they want to target some specific customers in Europe. He asked me where he could start looking for investors and I couldn't tell him a single name.

Does anyone know some serious deep tech VC firms? A network of Angel investors? Something where they can start? Does anyone here have experience in the European ecosystem?

For context, they're aiming to secure approximately 4-5 million in investment.
