From the article, what they are calling an anomaly may be an ancient and mostly fixed area of the earths magnetic field that is 3 times weaker than the highest strength areas.And its mostly over the south atlantic, so not of concern to humans, but it is damaging to satelites in LEO.

How many more DNA damaging high energy particules are getting in our bodies while living day to day into this "anomaly"? Significant?

Essentially none, we leave under a thick atmosphere that does most of the heavy lifting in that regard, this is more of an issue for satellites.
