I'm working on Dockeen a tool to generate website from PDF file. No code required.

It can be used by users to share their documents publicly. Examples: personal resume, freelance portfolio, sales and marketing materials, etc.

I don't expect busines to want to publish on a domain that they don't own, so I don0t like most of your use cases.

Anyway, it's popular here in Argentina that the menu of a restaurant is only online. (I don't like it neither! But it's very popular.) They publish a nice pdf in a random site, so something like https://example-lunch-menu.dockeen.app/ is probably fine. Can they download a QR? (There is a QR glued to the table to get the menu.) If they upload a new pdf, does it use the same URL or a new one? (The QR is glued to the table!)

This just embeds a PDF on a webpage. What’s the difference to simply hosting a PDF publicly, seeing as any major browser today displays PDFs anyway?

technically, yes, it just display PDF on a webpage. It's faster to load (compared to G Drive) and the URL is owned by the user.

using G Drive, One Drive, etc, the URL is usually hard to remember

Anyway, it has quite generous Free plan. You can create up to 3 websites from PDF files by using the Free plan.
