The point of substance being that US tariffs at scale, will not only increase the cost of goods to Americans, but encourage increased bilateral trade between (former) US allies and trading partners, without the US. Because they will be significantly cheaper for buyer and seller with no impost.

“The top five purchasers of U.S. goods exports in 2022 were: Canada ($356.5 billion), Mexico ($324.3 billion), China ($150.4 billion), Japan ($80.2 billion), and the United Kingdom ($76.2 billion). U.S. goods exports to the European Union 27 were $350.8 billion.”
