Sadly, gotta agree here too. M. Retailleau seems off the mark. He looks (to me) like he speaking in good faith tho, and that he “just” doesn’t get it.

Nevertheless, he has a point when he mentions Apple and CSAM (Child Sexual Abuse Material). Apple has shown that using homomorphic encryption could be 1) actually practical, and 2) helpful on such matters.
