I agree with you; somewhat lamentably, though, the meaning of ensure appears as a secondary definition of insure in many dictionaries.

And since we're on that sentence, in my estimation "acts" should be rendered in the subjunctive: to ensure that A.I. act in accordance with human commands and values.
