Hmm… that's the U.S. Secret Service, not the CIA, and they found lots of interesting stuff except an actual plot to "attack" anything, in NY or elsewhere:

It's more of a warning of potential attack, there is no real 'hobby' use for this kind of infrastructure. I wonder if it the 'cell tower' service isn't also used for higher priority coms though. I'd like to know more of the hardware that was used here.
I'll admit that I got distracted by lead agent's super rad name. I'd like to think someone at the Secret Service said "we need to bring in McCool" as soon as they discovered the potential threat.
First they say it is a DoS operation against the cellular network, then that it was used to send encrypted messages (why would you use a cellphone to do that?) to criminal groups, which is it? Or, you know, it could have simply been a bot farm.
