Maybe it's because I'm not a native speaker but that headline is terrible to read and process. Is it "good" English to write it that way? It's possibly the shortest way, yes, but that's everything I'd give to it. :-D

It's not "good" English, but certainly the usual "newspaper headlines" style. You have to get used to it.

Hah yeah, I'd never really thought about it, but newspaper headlines must be a late-game boss for non-native speakers, they are super convoluted

Sure, it's not incredible, and it's biased to a headline style formatting, but I think the biggest factor is the HN submission character limit

That's what I thought at first, too, but that is the actual original and full headline. So either Bloomberg has HN in mind or that's just their style... :-D
