Perhaps I'm missing something but I couldn't find anything about "demanding arrests"? Only about pursuing investigations. Also, when you say "an arrest is ultimately a use of violence" are you saying anyone arrested anywhere is being subjected to violence?

An arrestation is a violent activity. Something doesn't stop being violent because it's justified.
