Ask HN: Why is savannah.gnu.org down so much and what are the alternatives?

I'm trying to get my hands on some of the source code for GNU SW. I really need to access the ORIGINAL source code uploaded on GNU and not one of the mirrors available on GitHub. It seems like savannah is the only place where version-controlled source code is hosted but I cannot access it at all; I've tried several times over the past few days. Is this some IP issue or is the website down that often?

How do the maintainers manage to work with such high downtime?

This is the first time I'm using it, that too without any agents, VPN etc. Any reason why would my IP be blocked?
