In 2012, Target operated a "couple of forensics labs" and at least 23 "investigations centers" for surveillance. OP's article kinda sugarcoats it. I predict a new class of machine learning model that will ingest a large number of low resolution video frames and dump high resolution facial reconstructions.
This stuff will probably be sold to both private and public sectors.
