Think of the CIA Stargate programs from the 70s, only those are curated cargo cult games played upon a very real intelligence community who “channel” Bin Ladens location and the like. These actually extort the US government from within and are as parasites among conventional powers.

Thought Control is the real deal, they can manipulate minds in the tens of thousands. Schizophrenic city will play Power games upon you one and all.
