If, however, you consider the academic model, the senior people DO have expertise and experience to solve the problems. In ST, the stale/old knowledge of the bosses probably leads them to asking the computer the correct question. If it's an engineering (ie, known) solution, that might be sufficient. Otherwise, they work with the computer which knows more than the aggregate department I guess.
