Mr. Carney could be a bit more specific... Which one "order" ?

- post WW2 countries self-governance is old now ?

- or pre WW1 imperiums is that "older" ?

- or maybe ancient cities-countries are not coming back ?

But returning to common sense always is good proposition :)
