Canada has one city with good weather and it's too tiny

True, but outside of the City of Victoria is Saanich, the largest municipality of the 13 that make up the Capital Regional District. Saanich has roughly the same climate and another ~110k.

Also, anecdotally, despite the smaller population, Victoria is a tourist destination and swallows cruise ships worth of passengers with ease. If you want to visit, come visit. You'll find all the amenities you need.

Good point about Saanich. It would be near the top of the list of places I'd want to live in the region if Victoria itself was off the list

you can also make your way along the south coast out to the ocean, and quickly get out of civilization. the larger "Victoria" is quickly growing westward

its been gorgeous in calgary for the past couple weeks. winter calgary has always been bright and sunny, but with this climate change, its proper spring with +15C or so

I am very sympathetic to the idea that cold but sunny winters are superior to temperate overcast winters. But for my tastes, Victoria does a better compromise of temperature and blue skies.

What's the coldest temperature you've hit in Calgary this year?

Expected it to be Vancouver but it's Victoria, a three hour drive south from Vancouver Google tells me.

I would not recommend driving over the Juan de Fuca strait

3 hours by car, but not a 3 hour drive. Most of the trip is spent on a ferry.
