How can someone say "the world is in peril" and not be sounding the alarm? Shouldn't they be calling for action across society?!?

He probably would if he could think of a coherent action to call for.

These times are so strange that for people with organized and aware minds, one primary impulse is to retreat for the preservation of their own sanity (and perhaps future culture through them). That's what the monastics did during the "dark ages" (which is rather a misnomer in part because of the work they did).
