I think the key point is: "The Army has long required Lake City’s operators to ensure the plant can produce up to 1.6 billion rounds of ammunition a year. The Army says that the arrangement saves taxpayers around $50 million a year."

It is more than likely the Mexican government bought the ammo which was then reallocated to the cartels by theft/graft.

I think as soon as you find out that the ammo can be purchased by the public at gun stores, the news story becomes less interesting, because the implication was that the US govt or some bad actor employee of the US govt is supplying the ammunition.

The idea that gun products that can be freely purchased throughout America are ending up in Mexico, where you can literally walk across the border into Mexico through a turnstyle and they just have a sign that says if you have any of the following contraband please walk to our office located here instead of border officers actively reviewing each person walking through at official border crossings.

It’s not very shocking at all.
