I use the rule

    ||youtube.com/shorts/*$uritransform=/shorts\/(.*)/watch\/\$1/`

in uBlock Origin.

(Except that it doesn't work if you click on a short from YouTube's interface - it loads with JavaScript which bypasses the redirection.)
