The main function of any bureaucracy is to consolidate and increase its own power and scope. This is similar to (or is it the same as?) Pournelle's Law. Generally, any subset of an organization always wants more budget and scope, but in the case of bureaucrats, they have their hands on the knobs and levers. This makes dislodging them very difficult.
