This seems like a weird assumption

“assume a civilization would put lots of power into a narrow frequency band to get the attention of other civilizations”

Given what o know of intelligent life, I’m not sure I’d be super interested in my neighbors seeing me before I saw them. It’s sometimes good to scope people out a little before shouting at them.
