It's irrelevant if the USgov is not allowed to use it for domestic surveillance, when the eyes-agreements allow the neighbouring countries to spy on USAmerican citizens and then report what they find.

BUT ... I am not sure this really matters. We're already living in a surveillance-based economy (advertising!).

A bigger problem than mass-surveillance is having a singular AI which oversees all that data, playing judge, jury and executioner at the same time. You know ... Big Brother.
