Im really not feeling Bruce's direction here. He seems to be heading toward a copout on the mass surveillance issue.

The question isnt really transparency, its the question of whether mass surveillance represents a violation of human rights.

If 10 years from now I look out my window and see the drones circling, just because I can see them doesnt make me feel better.

Also we should be asking ourselves, if NSA is surveilling entrie populations outside the US, what happens if some other state actor decides that is an act of war? Who could blame them?
