Looking for tech Co-Founder – Startup

Simply put, I'm looking for a tech Co-founder that I work well with, for my idea/startup.

I'm a non-tech business oriented founder.

First, we gotta be friends before any business related things begin, similar values etc.

Be goal oriented and very hard working but also being able to enjoy time off.

Where do I start? Where can I find a tech cofounder while not really being apart of that community.
