Why rewrite all the operating system utils when you can just refine the existing ones and improve the OS exploitation prevention mechanisms? If you rewrite you'll add bugs and you need a lot of competent developers to rewrite everything (which is the same reason OpenBSD doesn't provide official binary updates for base packages IMHO). Plus, you can't benefit from upstream improvements since you rewrote everything.

Exactly. That's why they've written doas and they do not rewritten the whole OS in Rust :)
