Considering the price of properties in congested areas, the fee is negligible.

I live in Korea and I thought this was about prostitution. In Korea, barber shop poles are used to identify locations of brothels etc.
Anyway, I can see more and more use cases like this for certain segments of the population, e.g. elderly. Great idea!
