How come FTC keeps coming back at this one company? Whereas TikTok and others having business as normal

I see a lot of comments where they prefer telegram over WhatsApp. Surprising part is whatsapp is end to end encrypted by default for all conversations but telegram is not.

I don't think anyone can whatsapp chat. Somehow, whats app is the most reliable end-to-end encrypted messaging service today and many just don't know.
