The problem will be the moderators and the internet trolls. What would happen when 4chan invades the US Senate and turns it into /r/the_Donald. Tumblr then takes over the House and every opposing opinion will be met with caps lock screaming, threats, and comments about OP's mom.

My first internet access was via a freenet in West Chester, PA called ccil.org (Chester County InterLink). I volunteered to help set up computers in libraries and community centers so that others could access it. My first email address and web sites were on ccil.org.

The software was written by Eric S. Raymond who lived in the area and was a key figure in the development of the system.

First off, it's a government site so everything is a little more expensive.

Secondly, I think that million dollar price tag is about right. Let's say you have 10 full time people building and maintaining the site. Developers, dev ops, security, pointy haired managers, etc. Add in the hardware/hosting costs and you have a million dollars right there.
