Definitely, it's his software and he can do whatever he wants, and I'm not criticising him, I'm criticising Linux for not offering a stable driver API. As far as I know they don't even want to allow shims like the one Android Treble introduced. It is not a technical decision, it's a political one.

Yes, Windows has a stable driver API you can build upon.
Linux does not, because they want all drivers to be inlined (included in the kernel) and open source. nVidia does not want to release their trade secrets, so they don't want to open source their drivers.
(No idea about macOS)

That is false. TikTok is a platform where people upload videos of themselves doing things like lip syncing, dancing, etc. That does not have to turn political at all. Unless you use the good ol' argument that "banning all political discussion is supporting the status quo which is also political"

TikTok is, as the title says, a social network for cheerfulness and fun. I don't use it, but I can understand they outright ban politics: 1) they avoid becoming the vile cesspool Twitter has become, 2) they avoid being asked by governments around the world to take down posts, 3) they avoid being targeted in propaganda campaigns.

If it's just nginx serving files you can do this with a 386. I mean seriously what's so special about this? Maybe I'm missing something. Pretty sure nginx can serve thousands of static files with gzip+ssl per second using the crappiest ARM VPS available. Stick that in Online.net or OVH and you will pay no bandwidth fees.
Of course if your baseline is a wordpress site where every page weighs 3 MB and takes 2 seconds to generate when there's no server load, then this might seem like black magic to you
