I'm curious how they determined if inmates were asymptomatic. If it was just asking, the symptoms may be under reported. In prison, you try and appear invincible, your survival depends on it, so I could imagine many people saying they are asymptomatic when they are not.

We don't know if infection provides immunity, so they could be repeat infections, or even viruses that never cleared.

Stories are more interesting to me when it feels like the characters are consistent and real, and their motivations are driving their actions, not the invisible hand of the storyteller that already has an ending and theme in mind. Because in this case I have something to learn from it.
