Of course it was a hoax because the story was so ridiculous on its face and now Smollett needs a defense attorney[1]. Not quite as outrageous as 2017 Jewish Community Center bomb threats [2] which were also blamed on "the rise of white nationalism in Trump's America." yet serving the same political purpose: demonizing republicans, conservatives, whites and unifying groups on the left as they feel they are under attack.

Why do you assume the long-term decline is natural and not a consequence of the various policies? Where is proof for that assumption?
There's a bunch of studies on scholar.google about the effects of anti-smoking regulation for the interested.

It a part of the spectrum of control. When smoking is banned in bars and restaurants or heavily taxed like in Australia ($40 AUD!), prevalence of smoking declines.

I think its just white Americans with that problem, other groups seem to have an identity. Why don't white Americans seem to have a culture? I think its an interesting question, I have various ideas, but nothing compelling.
