I would say the developed countries (before China). China is the first where ethic is not a virtue... unfortunately.

Of course orphanage also works, but hard to imagine it is the ideal structure, thou it worked for Turkish janissary (there are probably plenty of other examples from history) and now China also trying it with minorities.
Children are not as expensive as one imagine, you might have to give up the most expensive phone/car luxury etc. But just ask any elderly if it worth it. If your mind thinking more like assets, children has the biggest appreciation value over anything.

Don't get me wrong, China did it well to carve back it's status and didn't get colonized by US, but sooner or later the other parties naturally get angry if piggy-backing goes too far. It's the same in friendship, if your friend is mean once doesn't matter, but if he always take away more then what he is giving then the relationship will break down eventually.
