This could be a form of discrimination against native born applicants. A person's "mother tongue" is not some trivial matter. Many Indians I've worked with are not as fluent in English as they claim to be. Communication skills matter. Trying to even the playing field so that people who are not native speakers of the local language is ridiculous. I have worked hard to improve my own communication skills and consider it a very valuable skill when searching for employment.
