on: What is GraphBLAS?
Sorry if this is nonsense, are these semirings a form of "Kernel (linear algebra)"? They seem superficially similar at least, a normalized matrix which can serve as an operation applied stepwise to a larger dataset.

on: Ask HN: Do you like/use Reddit's redesign?
I imagine it's a huge success metrics-wise. The infinite scroll and bright pictures, even the sizing of the preview boxes as 2/3s screen height, it's perfectly tuned to maximize user engagement time. And since they put extra effort into maintaining the old design, they seem to have lost few users if any. Few companies have pulled off a successful transition like this.

There is a very small risk that artificial transgenic DNA sequences can cause "transformation" (horizontal gene transfer) from the genetically modified plant to wild bacteria, with unknown consequences.

Can Google/Facebook/Twitter be considered "uncensored internet"? To what degree is a culture's view of moderate speech different than its influence of "soft power"?

I'm new to it myself, but it seems difficult to navigate the minefield of LTCI, particularly the Daily Benefits payouts available are around $200/day, which is lower than the cost of many facilities.

The article uses the term "government" but the citation refers to Tencent doing this voluntarily, as a form of preemptive self-regulation. The distinction is blurred but this does not appear to be a law or public policy at the moment.

I can't actually validate your claim, but the Federal reserve increased their rates by 0.25% in December, which translates to some % increase in prime mortgage rates, which ends up restricting the average home buyer's price window by some %, some other things I don't understand, and uh, prices drop?

on: Ask HN: How many hours/week are you expected to work in SV/NY/other tech hubs?
Ah, it's not so precise, especially at a startup. A lot of bias and favoritism, and employee hired after you might curry favor with the CTO and show up 4 hours a week and never get fired, while you get hounded for more (no extra pay) overtime. Such is Silicon Valley.

Maybe it's pessimistic, but I also see a profit motive here, the "psychological" CFS treatments have the potential to cut into modafinil/etc recurring profits.

That is the hypothetical reason, but in practice, what are the services that low-tax states consume disproportionately? In WA state I can't think of any, other than federal programs that use the land (like nuclear containment)

on: Indonesia reports reduced deforestation, triggering carbon payment from Norway
Not just simple fraud, but a major hurdle is how to regulate CO2 necessary for producing consumer energy without creating a regressive tax structure. Once CO2 is converted to electricity on the grid, it's fungible and impossible to sort out luxury vs necessity.
Imho, government trying to sin-tax away CO2 is result of our failure to invest in technology solutions.
