It would be more appropriate to have on a economy basis. Recently the Indian Government took this step to provide 10% additional reservation based on for the general category (forward caste people). There was huge outcry in the country from people belonging to the backward castes, but most of it came from political quarters. I think in general all people want is not to be left out rather than deny other people's rights.

The Indian government has been mandating all utility providers to link the biometric details of the subscribers to their account. With the rising number of criminal cases due to misuse of laws such as those used in marital disputes, the government can easily control what services to provide or deny its citizens based on centrally available biometric database which it could not have done before. Of course this is just a crazy theory for now which can hopefully never happen due to this much needed judgement.

India is exactly the same, for its much hyped democracy, it is one of the most corrupt countries in the world. Recently there is a trend for implicating husbands and relatives in criminal cases just because the wife didn't get along. All interested parties including lawyers, judges, police get involved for financial gain.
