You're comparing strictly CPU memory bandwidth to CPU + GPU. If you add CPU + GPU bandwidth for a PC you'll get similar numbers.

If NVMe bandwidth was increased it would be less noticeable and lead to more SSD thrashing. There's a decent chance the soldered on SSD's would die before the end of the warranty period and they can't have that.

This has the added bonus of blocking non disposable controllers that use hall effect sensors that don't suffer from stick drift.
