NB: self-driving cars, drones, and Boston Dynamics robots are all examples of systems that make significant use of hand-designed control algorithms. AFAIK none of those systems are doing (especially end-to-end) deep rl for control.

I think the answer to your question might be something like "neural nets aren't as good as you think and have gotten a lot of credit for things they aren't used for and aren't even very good at."
