Ask HN: Why are people not demanding tests for SDVs

Why are people not demanding tests to be formulated for self driving vehicles before they are put on public roads? Isn't it obvious that in a self driving system, the driver is the computer. I mean, it is just not a driver assist, because there is no hands on the wheel when it is engaged.

Thus it is only logical that the self driving system should be able to pass tests specially formulated for machines, before they are put on road.

Why are people/authorities not demanding such tests to be in place, before allowing to start the test of these vehicles in public roads?
