Ask HN: Best managed postgresql server?

I am looking to get a managed postgresql server for production use. My requirements are:

1. Access control configuration (for PCI-DSS compliance)

2. PCI accredited

3. Bonus if it's a heroku addon

The default heroku postgres doesn't allow me to change the access control config (I only want to allow certain whitelisted IPs), which is a must. Is there a heroku addon which makes this possible or should I just go for another service?
