Assuming you'd need to at least take the time to write your own content, using something like Wordpress and buying / finding a theme could be a decent technological solution:
If you can't take the time to actually assemble such a site yourself, then finding someone who does Wordpress installations (possibly someone locally, even) could be a good start. If you can do at least a tiny bit of assembling the site yourself, searching for Wordpress hosting services (like maybe wpengine.com) that handle a lot of things for you could help.
