do you mean StackOverflow? Stack Exchange is just the meta that logs you in to whatever topical one you're interested in.
Either way, they are very stringent about what they allow. Questions with decent examples and explanations....and answers with solutions and explanations.

I went through mass layoffs during the dotcom bust.
Most people were expecting it...that made it easier. I was still a little shocked but when you're ushered into a room with 74 other people and they start handing out packets...you're pretty sure what is about to happen.
We all went out for beers afterwards and discussed it.
I suggest you get the CEO to mention there will likely be cutbacks, that way its not out of left field.
Otherwise, just be honest. Bring them all into a room, be short and don't beat around the bush. The last thing people want is a bunch of bullshit. Watch "Up In The Air" -- its pretty sad how this effects people.
Give them the rest of the day to collect their things....a few days to clean up their laptops before turning them in.

But the traffic between nodes is encrypted. All they may get is the previous node's IP address....then they have to start over. Go find that node operator and get them to do the same.

I don't think he understands how Tor works. Everything you visit on tor gets your exit node IP address. That's how it works.
